Council met in regular session

in compliance with agenda posted

at City Hall, Post Office and First

Bank of Nebraska, called to order

by Mayor Johnson at 7:00 p.m.

with following Council members

present: Lawver, Kavan, Tyler,

Krejci, Boop, and Warford. Motions

were unanimously approved by

members present unless otherwise

stated.

Board of Public Works met.

Harrell reported on status of

vacating a portion of 14th Street

and research on vacating a portion

of Hickory Street at 8th Street.

Motion by Lawver, seconded by

Kavan, to approve consent agenda:

1) Minutes of 5/9/19 meeting

of Council; 2) Minutes of 5/2/19

meeting of Planning Commission;

3) Minutes of 5/14/19 meeting of

Library board.

Motion by Lawver, Seconded by

Tyler to approve appointment of

Ryan Hurst as Utilities General

Manager.

Public hearing held on amendment

of Zoning Regulations by

adoption of Design Standards.

Bobbi Pettit and Kevin Hittle discussed

the document and process.

Motion by Kavan, seconded by

Lawver, to approve Ord. No. 2307

with waiver of three readings.

Public hearing held on amendment

of Zoning Regulations by

creation of Transportation Corridor

Overlay District and reference

to Design Standards. Motion by

Lawver, seconded by Kavan, to approve

Ord. No. 2308 with waiver of

three readings.

Public hearing held on request

for amendment of Zoning Regulations

by addition of light auto

body repair and paint, as a conditional

use within C-1 Zoning District.

Motion by Lawver, seconded

by Warford to approve Ord. No.

2309 with waiver of three readings.

Tyler voted no.

Public hearing held on request to

amend the Zoning Regulations to

allow pole signs within NRC Zoning

District was held. Dan Fagervik

of Sid Dillon addressed the Council.

Connie and Daryl Luers spoke

in favor of a sign for Sid Dillon.

Public input on sign regulations

allowed signs, speed limits, and

zoning districts were discussed.

Motion by Kavan, seconded by

Lawver, to not approve amendment

of sign regulations in NRC.

Public hearing held on request to

expand conditional use to add

meat processing and freezer storage

area to Wahoo Locker facility

was held. Discussion of grease

trap located in revocable easement.

Motion by Kavan, seconded

by Warford, to approve Ord. No.

2310 on first reading.

Public hearing held on Final Plat

for Toivo Development subdivision

in W ½ SE ¼ 4-14-7. Motion by

Lawver, seconded by Kavan, to approve

the final plat.

Motion by Krejci, seconded by

Lawver, to approve agreeement

for materials testing for 2019 asphalt

overlay with Thiele Geotech.

Motion by Warford, seconded by

Krejci, to approve Pay App. #11 to

M E Collins for Chestnut Street Improvements.

Motion by Lawver, seconded by

Kavan, to adjourn at 8:40 p.m.
