Waverly City Council minutes
Minutes of a Waverly City Council meeting held on December 19, 2017. Mayor Mike Werner called the meeting to order at 8:02 p.m. and referenced the Open Meetings Act poster at the entrance of the Community Meeting Hall. Council Members Chad Neuhalfen, John Hestermann, Greg Rickers and Joe Dalton were present. Other City Officials present were Deputy City Attorney Halley, City Administrator Stephanie Fisher and City Clerk/Treasurer Clint Hlavaty. Also present were Brandon Koll, Rich Robinson and the News Reporter Michael Wunder. Notice of the meeting and agenda were given to the Mayor and all members of the City Council prior to the meeting. Notice of the meeting was posted at Russ’s Market Express, the US Post Office, Trackside, Horizon Bank and the City Office.
APPROVAL OF THE CONSENT AGENDA
The following items are considered to be routine by the City Council and will be approved by one motion. There will be no separate discussion of these items unless a Council Member or a Citizen so requests, in which event the item will be removed from the Consent Agenda Status and considered in its normal sequence on the Agenda: Approval of Minutes of December 12th, 2017 Waverly City Council Meeting. Motion carried 4-0.
Brandon Koll started by wishing the Council a Merry Christmas. Mr. Koll then spoke concerning the lack of updates on the City website. He stated the agendas and minutes are not being posted and he was concerned also about the resolution and ordinances being current. He also asked what the City is doing about investigating any possible theft or damages from the former City Clerk/Treasurer.
CLAIMS FOR PAYMENT: $54,172.51. Motion carried 4-0.

CONSIDERATION OF ACCEPTING A PROPOSAL FROM SCHEMMER FOR THE 2018 STREET CONSTRUCTION/RECONSTRUCTION PROJECT. Motion carried 4-0.
CONSIDERATION OF AUTHORIZING THE MAYOR TO SUBMIT A FORMAL REQUEST TO THE NEBRASKA STATE DEPARTMENT OF TRANSPORTATION FOR THE INSTALLATION OF STREETLIGHTS AT THE HIGHWAY 6 AND 130TH STREET INTERSECTION IN WAVERLY, NE. Motion carried 4-0.
CONSIDERATION OF APPROVING AMENDMENT NO.2 TO THE WAVERLY WATER TOWER INTERIOR RECOATING AND ACCESSORIES JEO PROJECT NO. 120832.02: Postponed to January 9, 2018 meeting.
CONSIDERATION OF AUTHORIZING THE MAYOR TO SIGN A SEPARATION AGREEMENT AND RELEASE ON BEHALF OF THE CITY. Motion carried 4-0.
Sheriff’s Report – none.
Human services – none.
Public Works – none.
Public Health and Safety – Department has received half of the donation to purchase a thermal imaging camera.
Fiscal and Economic Development – Many positive comments about Joni’s.
City Attorney – none.
City Administrator – The City Audit has been started.
EXECUTIVE SESSION Motion to enter into Executive Session at 8:24 p.m. to protect the public interest, subject matter being discussed is possible and pending litigation and legal strategy. Motion carried 4-0. No action taken during Closed Session. Open Session declared at 8:40 p.m. Motion to leave Executive Session. Motion carried 4-0.
